As the Health and Welfare Analyst, you will be responsible for the day to day administration of health and welfare plans offered to U.S. employees. You will function as a primary liaison between vendors, Cargill's Benefits COE and other internal departments, perform audits and apply controls to processes ensuring quality of service to employees for health and welfare plans. Additionally, you will participate in projects that relate to areas of responsibility and enable policy and program changes to be tested and migrated through delivery. You will handle the most complex escalations concerning the administration of employee Health and Welfare plans that require indepth knowledge of compliance as it relates to regulatory requirements aligned to the US as well as union contract plans. A high level of understanding into the technical requirements needed to support end to end quality service outcomes for employees in the benefits area will be required. This includes providing employee information to vendors that facilitates benefits administration, through enrollment and payroll deductions for coverages. You will be responsible for preparing reports and metrics as needed for management, providing insight into vendor management, performance of service and continuous improvement activities, while managing all areas of responsibility for complex Health and Welfare administration/operations issues under general supervision.

Principal Accountabilities:

60% - Oversee and Execute HR Operations Strategies, Policies and Programs, and Processes

  • Draw upon in depth HR Operations/Health and Welfare Administration and general understanding of the business environment, requirements, strategies to perform the day-to-day administration and support of Health and Welfare Benefit Plans.

  • Partner with Senior Health and Welfare Strategy Lead, Sr Health & Welfare Analyst and others to guide special, complex projects such as: acquisitions, divestitures, union contract changes, implementation of new plans, and/or changes to existing plans - according to processes with vendors and internal areas to ensure project success. Utilize full HR Services/Operations knowledge to ensure all operational aspects of the project are successful.

  • Act as Health & Welfare SME to guide projects/operations within the design and execution of the HR Services/Operations governance framework.

  • Proactively looks at processes and procedures to identify issues and ensure compliance.

  • Participate and execute cyclical processes, including testing configuration and plan design, payroll validation, and vendor websites, providing content for communication materials and communicating changes to other health and welfare vendors.

  • Work with IT/Vendor resources on system fixes for identified issues/system enhancements. Provide examples, help troubleshoot issues, test fixes, and communication to impacted teams.

20% - Relationship Management

  • Utilizes general HR Operations/Health and Welfare Administration knowledge to provide consult/advice to HR and business manager/supervisors on Health and Welfare issues/.activities. Activities include:
    o Researching issues
    o Educating on benefits policies and procedures, including annual changes
    o Resolves complex employee and management request and complaints.

  • Provide complex Health and Welfare consultations or research as requested by the business/Legal with in depth compliance knowledge in areas of responsibility

  • With limited supervision, respond to questions from the business on complex Health and Welfare issues.

  • Establish relationship with vendors to ensure swift resolution to questions/issues/concerns.

  • Work with vendors to approve and test changes and confirm there is not any unintended impact to the services.

15% - HR Operations Governance and Compliance

  • Performs activities to ensure the consistent application of HR Services/Operations philosophy and standards, as well as compliance with regulatory requirements, working with legal counsel as appropriate.

  • Perform audits to identify data issues, research issue to understand root cause in order to maintain data integrity

  • Oversee employee, employer calculations to ensure accuracy and benefits are administered in accordance with plans/programs and are compliant with regulations.

  • Provide reporting to ensure we are compliant with regulatory audits and reporting.

5% - Interface Management

  • This position is responsible for the interfaces sent to and from Willis Towers Watson. Responsibilities include:
    o Detailed knowledge of how the interface works and data that is sent.
    o Troubleshooting issues
    o Analyzing what happened and downstream impacts



  • Bachelor Degree or minimum of 6 years experience in a benefits role
  • 3 years of professional experience in retirement and/or Health & Welfare benefit operations
  • Working knowledge of Health and Welfare administration, regulatory and compliance rules and laws
  • Proven process focused analytical and critical thinking skills with the ability to understand complex functional and technology requirements
  • Demonstrated ability to identify and successfully implement process, policies and procedures
  • Strong customer relationship building, team leadership and collaboration skills
  • Ability to effectively communicate with employees, managers and business leaders at all levels of the organization
  • Demonstrated ability to work independently and successfully manage competing priorities
  • Continuous improvement experience


  • Experience with PeopleSoft or system related experience
  • CEBS or CBP certification
